A rural tract northeast of Bonifay may have an agricultural or residential future-land-use designation and still face a second layer of review because of Tri-County Airport. Holmes County’s Airport Impact Overlay is not a simple circular buffer. It follows aviation surfaces tied to the runway and regulates more than tall towers. Buildings, cranes, trees, lights, smoke, glare, radio interference, gathering uses, and certain wildlife attractants can raise separate questions.

Use the Florida county directory and the Holmes County records search for assessment and parcel-number clues. Match those clues to the deed, legal description, plat, survey, future-land-use map, and adopted overlay exhibit. A property-appraiser map does not prove the overlay surface, airspace height, legal access, or title.
Run the Base-Land Test and Airport Test Separately
Holmes County explains that unincorporated land uses are administered through Future Land Use Districts. Identify the subject district and obtain a written Land Use Letter for the intended dwelling, business, agricultural activity, accessory use, or subdivision. Test setbacks, density, access, floodplain, septic, well, building, and site-development requirements on their own merits.
Then ask Building, Planning, and Zoning to determine whether any part of the parcel or proposed activity falls within the Airport Impact Overlay Zone. The adopted ordinance applies to lands within mapped primary, approach, transitional, horizontal, and conical surfaces. A base designation may allow a category of use while the overlay imposes additional compatibility and height review. Passing one test does not pass the other.
Confirm jurisdiction as well. A Bonifay postal address does not prove a parcel is within city limits, and the airport serves a tri-county area even though the subject land may be reviewed by Holmes County.
Obtain written routing from the actual land-use authority rather than relying on an airport-distance estimate from a listing site.
Locate the Parcel in Three Dimensions
The overlay exhibit is a screening map. A usable determination requires horizontal position and vertical facts. Commission a boundary and topographic survey that supplies accurate coordinates, ground elevations, property lines, rights-of-way, easements, and the location of every proposed object. Ask the surveyor or aviation consultant to relate the proposal to the controlling airport layout and imaginary-surface information accepted by the county.

Do not calculate an allowable height by subtracting an online ground elevation from a single published number. The primary, approach, transitional, horizontal, and conical surfaces use different geometry. The controlling limit can change across one large parcel, particularly near an extended runway centerline. Obtain a professional exhibit and written agency response.
Understand What Each Surface Protects
The primary surface is associated directly with the landing and takeoff area. The county ordinance does not permit an unrelated obstruction there to rise above the nearest runway-centerline point, apart from qualifying navigation aids.
The approach surface extends outward from a runway end and gains allowable height with distance. A parcel that seems far from airport buildings may still lie beneath an approach path.
The transitional surface rises outward from the sides of primary and approach areas. Its geometry makes side-of-runway parcels different from land beneath the extended centerline.
The horizontal surface establishes a level aviation surface over a broader airport vicinity, while the conical surface rises outward from its inner boundary. These are technical airspace constructs, not ordinary zoning setbacks.
The map also depicts runway-related safety geography. Within a Runway Protection Zone, the county ordinance prohibits residential uses, schools, hospitals, explosive or flammable-material storage, large-group assembly, and other uses that could magnify the consequences of an aircraft crash. Do not assume that an otherwise rural parcel can host a house or event venue until the county matches the legal parcel and proposed footprint to the current controlling exhibits.
Screen the Activity, Not Only the Building
Airport compatibility includes effects that have little to do with roof height. The ordinance directs that lighting must not mislead pilots or endanger aircraft. It addresses flashing, rotating, pulsating, flood, and spot lighting; smoke, glare, and visual impairment; electronic interference with navigation or communication; and certain hovering or floating objects.
Describe the actual operation to planners. A farm with routine field work differs from a produce facility with bright yard lights and seasonal smoke. A residence differs from a wedding venue. Other water, food-waste, or roosting features may deserve aviation review even if they are not labeled a landfill. Ask rather than inferring that a pond or livestock use is automatically incompatible.
Observe normal airport conditions before closing. FDOT identifies Tri-County as a public-use general aviation airport with a north-south runway and a helipad. The Airport Authority’s public information describes varied activity. Visit the area at different times, discuss operations with the Airport Authority, and read seller and title disclosures. Personal tolerance for aircraft, lighting, and operational change is distinct from code compliance.
Coordinate County, Authority, and FAA Records
Holmes County’s ordinance gives the Tri-County Airport Authority a recommending role in overlay development review. Ask county staff whether the proposal needs Authority consideration and what materials must be supplied. Obtain the written recommendation, county decision, conditions, approved exhibits, and any later amendment.
When an airspace-obstruction submittal is triggered, the ordinance calls for the FAA notice materials, the final FAA Obstruction Evaluation/Airport Airspace Analysis determination, a project narrative, and an Authority recommendation. Review may occur with a site-development plan or, when no site plan is required, during building-permit intake.
The FAA provides an online notice-criteria tool and active Form 7460-1 process for proposed construction or alteration that may affect navigable airspace. Use accurate coordinates, site elevation, and maximum height, including temporary equipment. An FAA result is not the end of local review. The Holmes ordinance expressly says an obstruction may not be approved solely because the FAA determined it was not an airport hazard; the county and Authority consider additional compatibility and cumulative effects. Conversely, the county cannot approve a proposal the FAA has found would violate obstruction standards and create an air-navigation hazard under the ordinance’s terms.
If marking or lighting is required, price installation, operation, inspection, electricity, repairs, and continuing maintenance. Search FAA and county records for earlier determinations tied to the site, but do not assume an old case covers a relocated, taller, or differently configured proposal.
A Graceville-Area Equipment-Yard Scenario
Consider an illustrative acreage tract south of Graceville and northeast of Bonifay. The buyer wants a home, an equipment barn, a communications mast, and occasional use of a mobile crane. The seller says the barn is below the county’s ordinary building-height concern, so the airport is irrelevant.
Planning confirms that the base Future Land Use District can be evaluated for the proposed uses but that the tract crosses mapped overlay surfaces. A survey shows different ground elevations across the proposed yard. The aviation exhibit places the mast near a more restrictive portion of the parcel, and the crane’s maximum boom height exceeds the barn ridge. The proposed security lights also point toward the approach area.
The buyer relocates the barn and mast concept, specifies shielded lighting, and supplies maximum construction-equipment heights. County staff routes the package for Authority input and identifies the required federal notice materials. Septic, driveway, flood, and building reviews continue separately. The purchase remains contingent on a workable site plan and written approvals. The solution comes from positioning and operating details, not from the parcel’s acreage alone.
Airport-Area Assumptions to Reject
• Only towers enter airport review. Buildings, cranes, vegetation, lights, smoke, radio effects, and certain land uses can matter.
• A rural designation overrides the overlay. Base land use and airport compatibility are cumulative tests.
• Distance from the terminal determines the limit. Runway-based surfaces and site elevations control the analysis.
• One height applies to the entire tract. Different surfaces or terrain can produce different results across the parcel.
• The finished roof is the project’s highest point. Cranes, antennas, lightning protection, signs, and equipment may be higher.
• An FAA no-hazard result guarantees a county permit. The ordinance preserves county and Authority compatibility review.
• Existing trees prove the same height may be built. Existing conditions do not create approval for new construction or vegetation.
• The appraiser map locates the aviation surface. It is not a survey, airport layout plan, or obstruction evaluation.
• An ordinary house is allowed everywhere outside the runway. Runway Protection Zones and other land-use rules require parcel-specific review.
